Minutes

 

I.                   The meeting was called to order at 6:00 pm by Chairman, Tony Boudreaux. Board members in attendance were: Tony Boudreaux, Gwen Cheramie, Bobby Marcello, Martin Glynn, Robert Bower, Paul Lagraize, Dickie Daigle, and Roy Robichaux.  Guests present were: Roland Cheramie, Terry Dantin, and Gerri Lagraize. 

 

II.               Sewerage Plant Update by Chairman Terry Dantin – Mr. Terry Dantin, Chairman of the Sewerage Board attended the meeting.  According to Chairman Dantin, the process of upgrading to a new plant has begun.  Due to the annual report to the Lafourche Parish Council being late, all members were removed from the Sewer Board, but the matter is in the process of being settled, and it is business as usual.  They meet once a month, or on a regular basis. 

 

The plans and specs are ready, and a bond for $1.75 million was approved. (The pre-Katrina

cost was $1.33 million.)  The engineer is working with a contractor and is preparing to go out for bids.  He must go before the council for bonding insurance.  The term of the bond is projected to be 20 years, with a rate of 3.78% already approved through DEQ. 

 

Mr. Dantin explained how residents are charged for sewerage on their water bill, and that the 3 high summer months of water usage are removed.  The bill remains constant for that calendar year.  He projected that due to the increased cost, the amount charged per household per month will likely go up.  With regard to possible fines that have been discussed in the past, this is a dormant issue because the new plant is in the works. 

 

Mr. Dantin stated that the plant is now in compliance, but they have had many expenses to keep the current system operational.  About $100,000 has been accumulated, however the infrastructure is “bad”, and improvements are being made.  Three of the five pumping stations have been re-built so far, and most of the money has gone to improve infrastructure.  The improvements are needed by the time that the new plant is operational. 

 

In the ensuing board discussion, it was motioned that a copy of the Sewer Board minutes and any audits be sent to Chairman Boudreaux.  Motioned by Mr. Glynn, seconded by Mr. Daigle, motion passed.  Mr. Robichaux stated that he will contact the Chairman after the 8/16 meeting with the information.  Mr. Robichaux also stated that the new plant is scheduled to be started sometime this fall to perhaps, next spring.  It was also recommended that a complete update be included in the upcoming CCCO newsletter.  As Mr. Robichaux is a member of the Sewer Board for the Country Club, he offered to stay in charge of the Sewerage Committee for CCCO. 

 

III      Report of Officers

        A.      Chairman - First item: Tony Boudreaux will send a Thank You card to Mr. Norman Marcel for cutting the grass around the entrance sign.  He also thanked Mr. Glynn for his upkeep efforts.  Second item: Progress on Acadia Plantation was discussed.  Mr. Giardina will be contacted for an update to put in the upcoming newsletter. 

          B.      Treasurer– Martin Glynn reported the balance in checking account as of 8/15 is $2,213.35.  The CD balance is $4,893.37.  There are currently only 41 paid-up members.

 

III.            Committee Reports

          A.      Covenant Restrictions – No report.

Website – Mr. Robert Bower, new board member, has offered to host the website for CCCO.  It was motioned by Martin Glynn, seconded by Paul Lagraize that we accept Mr. Bower’s offer to chair the Website Committee.  Motion passed.  The web address will be BCCCO.org.

                 C.      Membership – Martin Glynn – There are currently only 41 paid members of CCCO.  A discussion ensued on how to build membership.  A membership drive will be held. 

          D.      Drainage – Members are concerned over several issues.  There is a problem with leaves in ditches, access to overgrown right-of-ways, and some streets flooding in heavy rains.  It was suggested that the Council be contacted to clean the certain ditches.  Martin Glynn nominated Bobby Marcello to be in charge of the Drainage Committee.  It was seconded by Dickie Daigle.  Motion passed.  Roland Cheramie offered to assist on this committee.  This was approved. 

        E.      Entrance Sign – Martin Glynn has been planting and maintaining the sign.  Everyone thanked and congratulated him on the beauty of the renovated sign. 

        F.       Safety and Roaming Animals– There is a problem with golf carts and scooters being driven by young drivers on Country Club streets.  Todd Diaz will be contacted, and an article written in the upcoming newsletter.

        G.      Streets – All streets are now paved. 

        H.      Membership Database – Roland Cheramie now is handling the membership database.  There was a discussion on how to update the information is lieu of the upcoming newsletter mailing.  (Note – Terry Dantin has supplied a list with names and addresses of sewerage customers as of December, 2005)

          It was motioned by Dickie Daigle, seconded by Roy Robichaux to accept the slate of officers and new board appointees.  Motion passed.  After a discussion, it was motioned by Bobby Marcello, and seconded by Robert Bower that CCCO pay for food snacks (only) for this and future board meetings.  Motion passed.

VII.     Adjournment – The meeting was adjourned at about 9:15 p0m.
